These learners, with no convenient at-home Internet access, do not have an equal opportunity to expand their use of their at-school digital learning skills.

We realize that the more generally accepted term for this class of students is at-risk, we have chosen instead to use the term have-not learnerssm to clarify the cause and severity of their situation and to also broaden the scope to include former dropout students who wish to use the re-education process to gain more meaningful employment.
